Safety and health
Safety is a high priority for Liberty Gas Storage. Project employees
are committed to maintaining a safe working environment by complying
with all regulatory health and safety requirements.
Liberty Gas Storage abides by a health and safety policy to ensure that
facilities operate in the safest manner. It is the responsibility of
all management levels to guarantee that this policy is understood and
supported by all Liberty Gas Storage personnel.
Regulating agencies
Liberty Gas Storage falls under the jurisdiction of several
governmental and industry agencies charged with regulating safety and
health matters during construction and operation:
- American National Standards Institute
- Federal Energy Regulatory Commission
- National Fire Protection Association
- Occupational Safety and Health Administration
- Office of Pipeline Safety - Department of Transportation
- Louisiana Department of Environmental Quality
- Louisiana Department of Natural Resources
Not only do Department of Transportation statistics show that pipelines
are the safest form of energy transportation, but Liberty Gas Storage has taken extra safety precautions in the following three areas:
Construction and design materials
The design/build phase incorporated the following safety measures:
- Installed specially formulated, high-strength steel pipe
- Coated steel with special protective compounds to minimize corrosion
- Buried the pipeline with adequate ground cover
- Used cathodic protection systems to protect against corrosion
- Tested each section of pipeline at much higher pressures than the proposed
operating pressure of the pipeline before putting it into service
- Used valves to allow sections of the pipeline to be isolated for maintenance
or repair, if necessary
- Ensured construction inspectors monitored and approved each stage of
design and construction
- Maintain an adequate supply of pre-tested pipe and related materials for repairs
Facility operations
Ongoing operations include the following efforts to create a safe working environment:
- Monitor the operation of the facilities and pipeline 24 hours a day, seven days a week
- Coordinate with local emergency response professionals
- Regularly patrol the pipeline to make sure it is not disturbed or
damaged
- Conduct a preventative maintenance program
- Monitor below-ground cathodic protection
- Implemented an integrity management program
- Posted signs to indicate the location of the pipeline and a phone number
to call before digging
- Conduct public education and awareness programs
Employees
People are our best resource, so the following steps have been taken:
- Hire and retain as many skilled personnel who reside
within the region as needed
- Develop partnerships to train local emergency responders about natural
gas pipelines
